Prerequisites

Objectives
Know the competencies of local authorities and their mayors;
Frame a complex Civil Protection incident at a political level;
Know the role of the mayor in a serious accident or catastrophe;
Distinguish the different types of Civil Protection Plans with a special focus on Municipal Plans;
Learn basic operational notions and know the Civil Protection Agents and their skills;
Identify Risks;
Explain the concepts of danger, risk and vulnerability;
Have notions of awareness and communication in the context of risk;
Know how to work with the Social Communication Organizations (OCS);
Know the principles of organizing a Civil Protection exercise;
Participate in and plan an exercise on a municipal scale.

II.III - The Emergency Cycle;
II.IV - Theories and principles of administration and management;
II.V - Information management and decision-making;
II.VI - Alert, Contingency and Disaster Situations;
II.VII - Emergency Plans: General and Specific;
II.VIII - Local authorities and emergency management;
II.IX - Organization of the Theater of Operations; II.X - Local Civil Protection Units;
II.XI - Organization and implementation of ZCAP.
Module III - Risk and Vulnerability Analysis;
III.I - Concept of risk, probability and consequences;
III.II - Risk perception and its admissibility;
III.III - Introduction to risk assessment. Qualitative and quantitative methods;
III.IV - Risk mapping.
Module IV - Public awareness and information;
IV.I - Information x communication;

IV.III - Prevention and self-protection measures;

Module V – Planning of exercises on a municipal scale;
