
According to David Alexander in his book: Principles of Emergency Planning and Management, the emergency cycle comprises 4 stages: Prevention, Preparation, Relief and Recovery. Considering that municipalities are the first level of the National Civil Protection system and given their proximity to people, it is normal for them to be the first point of entry for potential problems arising from exposure to risk.
In this context of preparing for serious accidents and disasters, the population must be prepared, but so must their mayors, as they will be the political leaders in critical situations.
This course is intended to promote an understanding of the legal powers of mayors in terms of Civil Protection at the municipal level, preparing them for the challenges they will face during their terms of office as those responsible for Civil Protection at the municipal level.
